Louise moved to Kodiak in 1983, where she married the love of her life and local commercial fisherman, Stormy Stutes, in 1993. Between them, they have two sons and two daughters, along with eight grandchildren. She was a business owner in Kodiak for over 25 years and served on the Kodiak Island Borough Assembly from 2006 to 2012. She was elected to the State House in 2014 and has served six terms with distinction.

During her time in the Legislature, Louise has been a champion of the Alaska Marine Highway System, commercial fisheries, a comprehensive fiscal solution, as well as common-sense policies that benefit coastal communities. She served as the Speaker of House from 2021-2022 and currently chairs the House Fisheries and House Rules Committees.

Louise is known for working across the aisle, building strong relationships, as well as advocating fiercely for her constituents.
